In 1968 the Stout Foundation purchased a tract of land on the Eastern edge of Menomonie with the idea of developing a research and training park. Several years later, in 1987, the Foundation formed a technology park committee to explore possibilities. That year a feasibility study conducted by a consulting firm determined that several businesses and industries expressed an interest in locating facilities in such a park. An architect was then hired to plan the facilities and the park was open for businesses in 1989.
