The Vocational Development Center began in conjunction with the Stout Vocational rehabilitation program. The main purpose of the Center was to help persons with a variety of physical, mental, and emotional problems to find meaningful jobs and become valuable employees. The Center was headed by Dr. John Wesolek until 1987, when he was appointed as director of the Stout Vocational Rehabilitation Institute. Jeb Kaise was the head of this program.
