Since 1991, Albania has converted most of its agricultural land, housing, shops and urban apartments to private property. The goal is to create a viable land market with uniform map indexes, automated records, and a national property registry. Public versus private roles in determining land allocations and future needs for agriculture, infrastructure, and the environment are becoming central policy issues in Albania. Mechanisms for local governments to own and manage land and direct land uses have not been clarified; new policies are suggested.
