Abstract:
Records of the Cost Containment Commission, a body organized in 1991 to develop and implement a statewide policy to contain the escalating costs of health care services and capital expenditures while promoting quality care and geographic access for all Wisconsin citizens. The program applied to capital expenditure projects proposed by hospitals, clinics, and other health care providers that exceeded $1 million and to service and supply projects that exceeded $500,000. The project records include application forms, correspondence between the commission and the project applicant, project analyses, and commission rulings. Many files include supplementary information about the applicant institution. Some cases that were appealed to the courts include legal documents including transcripts and declaratory rulings. Five community hearings are documented by tape recordings. The project files are arranged alphabetically by institution name, with a separate series following of administrative commission records. Included here are files of the development of the administrative rules that governed the commission, correspondence, minutes of meetings of the commission and its advisory council, and information on the hospital cost index produced by the commission. The commission became defunct in 1995.
