Agencies affected include the Department of Health and Social Services, Department of Industry, Labor and Human Relations; Department of Public Instruction, Department of Natural Resources, Department of Administration, Department of Veterans Affairs, and the state's universities. Also included are the results of a 1966 survey of collective bargaining practices by agencies.
