Records of the Wisconsin Association of Community Human Services Programs, Inc. (WACHSP), an organization formed in 1974 as a result of Wisconsin legislation placing responsibility for the provision of services to those with mental illness, substance abuse, and developmental disabilities on the local (county) level. Three organizations (Wisconsin Association of Mental Health Clinics, Wisconsin Association of County Hospitals, and Association of Administrators and Coordinators for Developmental Disabilities) merged to promote mental health services, education of service providers, and public policy research and lobbying. Records, including subject files, public policy committee files, position papers, training files, board minutes, membership conference files, correspondence, newsletters, bylaws, planning committee files, and financial information, document the changes in the provision of mental health services (especially under the Reagan administration) and the organization’s advocacy efforts on behalf of programs and legislation.
