Note: The instructions (item 1 above) were issued by the Sec. of Interior to the comrs. appointed by the President to negotiate with the tribes of Indian Ter. and Kans., and the tribes of the plains to the west. This commission negotiated the Treaty of Sept. 13, 1865 (unratified), with the Five Tribes and other Indians of the designated regions. Comrs. Cooley, Sells, and Parker, who negotiated the treaty with the Seminole and other treaties signed in 1866, were members of the original commission appointed in 1865. No formal instructions dated later than Aug. 1865 have been found.
